I can find no trace here, at present, of the proceedings mentioned in your Despatch: W: 19 of 10th ult.; but I will keep a vigilant look out for anything of the sort; & shall be able to get trustworthy information from the Spanish Colony you refer to, if anything of the kind is attempted there.
The scheme you mention may very likely be in contemplation; it would be very difficult, under present circumstances, to prevent the plan being carried out.
For there are always great numbers of people in this neighbourhood who meet and will take any opportunity of going abroad to seek their fortune, and who will do so doggedly.
